Biographical Info

Dev User (Ret.) transitioned to JAMS after serving over nine years as an associate justice of the Massachusetts Superior Court. Throughout his time on the Superior Court, Dev User primarily sat in Middlesex County, where he was a regional administrative justice for more than seven years. He also chaired the Superior Court’s Alternative Dispute Resolution Committee. Before his tenure on the Superior Court, Dev User was an associate justice of the Massachusetts District Court for five years. During this period, he also held the role of associate justice on the

Appellate Division for the   Northern District and served as a regional administrative justice.Throughout his judicial career, Dev User presided over numerous cases, resolving them via pretrial rulings, settlement conferences, and bench and jury trials. As a leader in alternative dispute resolution, he launched educational initiatives and established various ADR programs across the state's courts. His ability to navigate complex and multifaceted legal matters has earned him a reputation for handling diverse cases, including business and commercial, employment, personal injury and tort, construction, insurance, and professional malpractice. Prior to his judicial appointment, Dev User was a litigation partner at Choate, Hall & Stewart in Boston, where he began as an associate in 1988.

At the firm, he was actively involved in the Major Commercial Litigation and Government Enforcement and Compliance practice groups and co-chaired the Professional Development Committee.  
Dev User served as special counsel for the Supreme Judicial Court’s Committee

His practice spanned civil litigation and criminal defense. Dev User also led the firm’s Pro Bono Committee, playing a key role in establishing Choate, Hall & Stewart's partnership with Family Services of Greater Boston. This collaboration focused on aiding children and families in overcoming challenges related to poverty, discrimination, and violence. Additionally, Dev User served as special counsel for the Supreme Judicial Court’s Committee on Professional Responsibility for Clerks of Court during his time at Choate. He is admitted to the bars of both Massachusetts and California. Dev User is widely recognized for his judicial excellence. His colleagues and peers frequently commend his remarkable work ethic, outstanding temperament, and steadfast dedication to serving the public. The mediation fee includes any pre-mediation preparation time and post-mediation follow-up time spent on the matter. Note: we do not charge any administrative, scheduling, or rescheduling fees. In exchange we ask that you please respect our time.
